MINUTES

Troop Committee Chair, Jeff Pannell, called the meeting to order at 7:00pm.  The Pledge of Allegiance and opening prayer were given.  Minutes from last meeting were approved as posted.  Jeff stated that the fundraiser position still needs to be filled. 

 

Leadership Succession – Jeff Pannell

As stated at the last meeting, it is time for a transition of leadership in the Scoutmaster and Troop Committee Chairman positions.  These positions will be filled tonight and take office beginning August 1, 2009.

Scoutmaster:  Jeff read the sections from the Troop Policy Handbook on Troop Committee responsibilities, job description for Scoutmaster and succession plan.  He said that interviews were conduction by Mike Mrasek and himself with the scoutmaster and assistant scoutmasters to determine what kind of scoutmaster the troop needed and who would be the best for the position.  Jeff opened the floor for nominations.  David Lackey was nominated and seconded.  He accepted the nomination.  There were no other nominations.  A hand vote was taken and David Lackey was unanimously approved as the new Scoutmaster.

 

Troop Committee Chairman:  Jeff read the job description from the Troop Policy Handbook.  Jeff opened the floor for nominations.  Craig Neill nominates both Frank Wagnon and Black Chaffe.  It is seconded and both accept.  A written ballot was taken.  Chaplain Bob Mundlin counted the votes and by a one-vote margin, Black Chaffe obtained the most votes. 

 

NOTE:  In advance of the meeting, the Troop’s Charter Representative, Jeff Bennett, sent an email to Committee Members, including the Troop Committee Chairman, notifying them that Fr. Crary, the head of the Charter Organization, had appointed Frank Wagnon as Committee Chairman (see copy of email attached).  Approx. a week following this meeting, Black notifies the Troop Committee that he will be unable to accept the position.  A copy of his resignation letter is attached to these minutes.  By letter dated May 20, 2009, Fr. Crary reiterated his decision to appoint Frank Wagnon as the Troop Committee Chairman effective immediately. 

 

Treasurer’s Report – Tom Jensen

The troop’s basic cash flow is the same as a couple of month’s ago.  Cash available for troop operations is $11,075.  There was a $5 increased cost for Worth Ranch summer camp.  A motion was made for the troop to eat this cost.  It was approved. 

There is some confusion on mileage reimbursement.  To clarify, a motion was made that only those that pull the trailer get reimbursed for mileage.  This was approved.  Tom posed the question about the troop getting it’s own tax-exempt status separate from the church.  This was looked at several years ago and it was determined that it was cheaper for the troop to use the church’s status as the church owns the troop trailer and all troop assets and insures them.  Any further discussion was tabled for a later date.

 

Troopmaster Report – Ted West

Ted will prepare the troop roster.  Send all corrections/additions to Ted.

 

Scoutmaster Report – Frank Wagnon

A recent email gave all upcoming calendar dates.  Check website for calendar.  We did very well at Camporee.  Sam Wagnon and Jonathan Mundlin came in 3rd place overall.  We have received a Philmont trek for 2010.  We had a great showing with many boys at the recent OA Ordeal. 

 

An Eagle Advisory Committee has been formed.  Members are Jeff Pannell, Scott Flynn, Charlie Savage, Frank Wagnon, Steve White, Craig Neill and Wayne Crandall.  They will create a standard process for all boys working on their Eagle Scout rank.

 

Training – Mike Mrasek

Our troop now has 18 adults that have been Rocking Chair trained.  5 others are in the process.  While this is great, we do need more to go through Woodbadge training.  If you are looking for training opportunities in any specific area, let Mike know and he will find the dates for you.

 

Venture Crew – Wayne Crandall

In order to start a crew of Venture or Sea Scouts, we need to pay for only 5 scouts.  Most troops dual enroll every scout over 14 years old.  Venture and Sea Scouts fall under different national organizations.  Leaders and scouts get to decide what kind of crews they have.  Need to be careful not to drain the troop of leadership if we have too many boys going to the Venture or Sea Scouts.  Frank Wagnon stated that the boys get their biggest value out of Boy Scouts when they give back to the troop in their last 2 years.  They are showing servant leadership.  A Venture or Sea Scout crew needs to be embarked on carefully so we do not deprive the boys of this opportunity to serve the troop.

Jeff, I will try and stop into the meeting tonight but I will be in a St. Laurence Vestry meeting at the same time.

 

I have met with the Saint Laurence rector (Father William Crary) and discussed and asked for direction for myself as Charter Organization Representative. We had a lengthy discussion about Troop 168's direction, size, meeting dates, leadership and overall health. Father Crary is very pleased with the Troop and it is very good to be able to report the progress of a strong troop like ours. Thank you for all of your hard work as Troop Committee Chairman and he certainly appreciates, as do I, all of the many hours of hard work and dedication given in support of the boys.

 

Father Crary and I also discussed and support Frank Wagnon as the future Troop Committee Chairman.  We feel that he will continue to show the leadership needed and will aggressively support the new Scoutmaster. Thank you for allowing me to verbalize my support "abstentious". Jeff

Committee and Scoutmasters

BSA Troop 168

Fellow committee members and scoutmasters:

First, I want to thank those of you that have shown confidence in me by approaching and then asking me to run for the position of chairman of the troop committee.  I am deeply honored by my election to committee chairman.

For reasons that have become apparent to me as I have considered the duties that are required by the chairman, unknown to me before my election, I feel that I must immediately tender my resignation as committee chairman.  While I resign my position with regret that I will not be able to serve in this role on the committee, I know that it will be best for the boys that someone with more time to commit be put in this position.

You have my continuing support as webmaster and any other role that I can fulfill while travelling or at my office.  I hope this resignation has not caused too great a hardship for the committee and I ask for your understanding in this matter.
